The effectiveness of skills policies
Led by 3s and with IER, FAFO, BIBB, TLU, JYU, UNIPD and BG-IPS-BAS
Objectives:
- To assess both lifelong learning and skills strategies of the past 10-15 years, paying particular attention towards the goal dimension of these strategies.
- Analyse the alignment of these strategies with the human capital and/or human capability approach, how this changed over time, how different types of strategies with different goal dimensions (e.g. economic or social goals) interact, and to which extent they have been successful in reaching their goals.
- Assess large-scale and/or innovative skills development programmes, including both programmes that align with the human capital as well as the human capability approach, observing how these programmes are positioned within skills/LLL strategies.
- To conduct a meta-evaluation these selected large scale and/or innovative (national or regional) skills development programmes, including both programmes that align with the human capital as well as the human capability approach.
